Hugh graduated in accountancy from Glasgow University and has worked in the private, public and voluntary sectors including teaching and also welfare rights in Social Work.
He was an elected member for 32 years, 15 years in local government and 17 years in the Scottish Parliament, before standing down in 2016. He was the first Leader of Renfrewshire Council, and had lead responsibility for establishing the new departmental structures and recruiting the senior management team. He served as a Minister in the Scottish Executive from 2001 until 2007, holding a number of ministerial portfolios, latterly as Cabinet Minister for Education and Young People. He served as a Convener in the Scottish Parliament for 11 years, on the European Committee, the Welfare Reform Committee, and the Public Audit Committee where he won the award of Politician of the Year, the only backbencher to have won this award. He has served on numerous cross agency committees and working groups and has particulars interest in education.
